Patna: The Patna high court has asked Bihar’s enforcement agencies to ensure strict and consistent implementation of its ban on high-decibel sound systems and pressure horns after 9.55pm, stressing the need to protect pregnant women, children and elderly people from the harmful effects of noise pollution.A single bench of Justice Rajiv Roy issued the direction on Aug 28 while closing a contempt case filed by Surendra Prasad. A copy of the order became public on Tuesday.The direction adds to the court’s Aug 14 order, in which Justice Roy issued a series of instructions to district magistrates and superintendents of police, imposing a complete ban on amplifiers and pressure horns after 9.55pm across Bihar.The court had also called for maintaining “silence zones” in areas around hospitals and schools across the state.State counsel Prashant Pratap informed the high court on Aug 28 that the state’s director general of police (DGP) had linked the 112 emergency number to receive complaints about high-decibel sounds and noise pollution during prohibited hours and in silence zones.The DGP office has also directed officials to keep the identity and details of complainants confidential.
