Patna: In a bid to improve accountability and ensure timely responses to legislative queries, the revenue and land reforms department (RLRD) has launched an online portal to monitor questions raised in the Bihar legislature and track govt assurances. Revenue and land reforms minister Dilip Kumar Jaiswal on Wednesday directed all district magistrates (DMs) to update pending records on the portal within seven days.In a press statement issued by the revenue and land reforms department, Jaiswal said the portal has been developed to facilitate real-time monitoring of questions raised in the legislative assembly and council, including those referred to various committees. Department secretary Jai Singh has instructed all DMs to ensure its mandatory and regular use.Jaiswal said accountability to the legislature was of paramount importance and that the govt was committed to providing timely and accurate replies while fulfilling assurances made on the floor of the House. He said the portal would make monitoring more transparent, systematic and effective, besides helping identify delays and fix responsibility.According to thee minister, until now, information related to legislative questions and assurances was collected through letters, emails and reminders, making it difficult to consolidate district-wise responses, reference numbers and pending matters. The new system will enable real-time tracking and facilitate the preparation of reports ahead of legislative sessions and committee meetings, he added.“All DMs have been directed to nominate nodal officers and ensure that the status, remarks, response reference numbers and dates related to pending questions and assurances are uploaded within seven days. Thereafter, updates must be made on the same day, or by the next working day, after a response is sent,” Jaiswal said.Officials said a question or assurance will be treated as resolved only after replies to all related points have been submitted. Signed responses must also be sent through prescribed official channels.District administrations and the department will conduct monthly reviews to monitor progress and expedite the disposal of pending matters. A Hindi user manual has been provided for guidance, while district-specific login credentials will be issued separately.
