Haryana rolls out online mutation process to curb property fraud, begins with Manesar
Once implemented, buyers of houses, plots, land or shops will no longer need to visit multiple patwar offices to complete mutations, a process that has long enabled fraudulent resale of the same property

Gurgaon: Haryana govt has launched an online auto-mode mutation system to curb property fraud, especially cases in which a single plot is sold to multiple buyers. The system, rolled out in Manesar on Monday on a pilot basis, will be expanded to all tehsils in Gurgaon and then to other districts in the state. Once implemented, buyers of houses, plots, land or shops will no longer need to visit multiple patwar offices to complete mutations, a process that has long enabled fraudulent resale of the same property.Under the new system, the revenue department will automatically process mutation as soon as a property is registered anywhere in the state. Anyone can obtain mutation by paying the prescribed fee, and no case will remain pending. Gurgaon currently has around 20,000 pending mutations, while the statewide figure stands at 1.3 lakh. Around 500 registries are executed every day in Gurgaon.Earlier, people had to visit patwar offices separately after registration, often making repeated trips and, in many cases, paying bribes. These expenses frequently ran into thousands of rupees. Officials regularly received complaints about delays in mutation and patwaris creating obstacles on one pretext or another. The new system is expected to end this inconvenience. Along with online registration, citizens can now apply for mutation by paying the notified fee.“The mutation copy can be obtained from the tehsil office. This reform will save time, reduce unnecessary visits to patwaris, and prevent people from spending extra money during the mutation process,” said a revenue department officer.Earlier, many people failed to get mutation completed even after registration, which allowed fraudulent transactions in which the same land was resold despite an existing registry. Instant mutation will now prevent such attempts and help check fraud.Mutation is the process of recording the buyer’s name in the land records after registration. Without it, the land continues to remain in the seller’s name, leaving scope for misuse. Under the existing process, patwaris enter mutation online, kanungos verify old and new records, and tehsildars give final approval.District revenue officer Vijay Yadav said the department has made services linked to land registry, mutation, and several other facilities available on revenueharyana.gov.in portal to streamline the process. “Citizens can log in, check land records, apply for registry or mutation, and even request land measurement, eliminating the need to visit multiple offices,” said Yadav.Explaining the auto-mutation system, a revenue department official said the new tech-driven process automatically generates mutations for property transactions such as sale, gift, mortgage with possession, and family transfers. “Once a registry is completed, the system automatically triggers mutation on WEB-HALRIS server without requiring citizens to visit patwar offices,” the officer said. The automation aims at reducing delays, improve transparency, and prevent property fraud.A key feature of the system is the objection window. For properties registered, a seven-day public notice is issued for objections. In non-registered transactions, the notice period is 15 days. If no objection is filed within this period, the mutation is automatically approved on the eighth day in registered cases and on the 16th day in non-registered cases.
