Patna: Bihar’s Gross State Domestic Product (GSDP) grew at 13.09% in the 2024-25 fiscal, according to the CAG report, tabled on the floor of the state legislature on Thursday. During the same period, revenue expenditure increased by 14.96%, while revenue receipts went up by 13.09%, the report stated.The CAG report revealed that the fiscal deficit increased to Rs 41,222.50 crore in 2024-25 from Rs 35,659.88 crore in 2023-24, stating the state could not achieve the targets prescribed under the Bihar Fiscal Responsibility and Budget Management Act, throughout the entire period of FYs 2020-21 to 2024-25.As per the report, during 2024-25, although revenue receipts increased by Rs 25,310.60 crore over the previous financial year, its reliance on central devolution (about 59% of the total revenue receipts) indicated limited fiscal independence. State Goods & Services Tax continued to be the largest contributor with nearly 54% of its own tax revenue (Rs 53,578 crore), the report stated.The CAG report also said during the same period, the outstanding total liabilities increased by 15.15% over the previous year. The major component of the liabilities was internal debt (70.86%). “The state’s outstanding total liabilities to GSDP ratio ranged from 40.01 to 37.72 during 2020-21 to 2024-25. Outstanding Liabilities to GSDP ratio of the state was within the ceiling of the XVth Finance Commission and Fiscal Responsibility and Budget Management limits (39.90%),” it said.The report mentioned that during the period, capital receipts increased to Rs 66,164.50 crore from Rs 60,314 crore in the previous year adding the internal debt amounting to Rs 49,549.32 crore was the major contributor (74.89%) to capital receipts.
