Patiala: Punjab chief minister Bhagwant Singh Mann on Wednesday distributed property ownership certificates under the Mera Ghar Mere Naam scheme in Dhuri, Sangrur, launching a phased exercise to formally record ownership of houses in Lal Lakir areas across the state.Mann said the scheme would benefit poor, Dalit and landless families whose homes had remained outside govt records. Around 4,000 villages will be covered, with the statewide exercise scheduled for completion by December. In the first phase, property cards will be distributed in 2,295 villages, including 221 in Sangrur. Another 1,668 villages will be covered in the second phase, followed by the third and fourth phases in November and December.Under the scheme, houses and plots in notified abadi areas are surveyed and mapped using drones and other technology. A patwari or survey officer identifies owners in the presence of a village-level committee. Draft maps and ownership details are displayed publicly and shared with panchayats, while owners receive details on WhatsApp to verify entries and seek corrections. After verification, the Record of Rights is attested and a property card generated with a survey unit number, GPS location, drone map and QR code for online verification. Co-owners’ shares can also be recorded.Mann said clear ownership records would help reduce family disputes and facilitate property transfer, inheritance and access to bank loans, subject to eligibility. He urged beneficiaries to verify details and report errors. He also said Dhuri had received a Rs 47 crore water project and claimed canal water was reaching 88% of agricultural land up to tail ends.
