Make expert panel report on parallel power licence public: AIPEF to HERC

Chandigarh: The All-India Power Engineers Federation (AIPEF) has urged the Haryana Electricity Regulatory Commission (HERC) to make public the expert committee’s report on a proposal to grant a parallel distribution licence in Gurugram and Nuh districts.In a letter to HERC chairman, AIPEF chairperson Shailendra Dubey said the report could not be treated as a mere internal administrative document as its findings could have a bearing on the rights and interests of consumers and other stakeholders.The federation urged the HERC not to pass any final order without giving all affected stakeholders a “full, fair and meaningful” opportunity to respond to material relied upon by the commission.The demand comes amid the ongoing proceedings in a petition concerning the proposed parallel distribution licence. The HERC had earlier stated that the report would be recommendatory and would neither affect nor fetter the commission’s statutory powers to adjudicate the matter under the Electricity Act, 2003.AIPEF, however, said the proposal had implications beyond the commercial interests of the applicant. The expert committee was also asked to examine issues including universal service obligations, consumer migration, existing contracts, security deposits, arrears, metering, continuity of supply, and grievance redressal.AIPEF media adviser VK Gupta said the engineers’ body opposed the parallel distribution licence proposal, arguing that it could weaken the existing public electricity distribution system and eventually increase the burden on consumers.The federation also opposes privatisation-linked measures such as tariff-based competitive bidding in transmission, agriculture discoms, and monetisation of power assets, saying these could undermine public utilities and weaken cross-subsidy mechanisms.
