Will strengthen mechanism for timely action on assembly panel reports: CM
Chief minister V D Satheesan

Thiruvananthapuram: Chief minister V D Satheesan on Tuesday said govt would take strong measures to ensure timely action on recommendations made by legislative assembly committees, acknowledging that delays in implementing their reports and obtaining information required by them were serious concerns.Replying to a submission in the assembly by V T Balram, Satheesan said govt would consider establishing a more effective mechanism to deal with committee reports, in consultation with the speaker. He said the relationship between the legislative assembly secretariat and the state secretariat needed to be strengthened, even if amendments to the secretariat manual and rules of business were required.Satheesan said the existing system, under which the respective departments handled matters according to the secretariat manual and rules of business, was not adequate to address the concerns raised about delays. “The delay in taking action on the recommendations contained in reports submitted by legislative assembly committees should be viewed very seriously. Govt will take the necessary steps to address this,” he said. The CM said there was a provision for the assembly to discuss reports submitted by its committees, and a committee report could be taken up for discussion during the next assembly session.Recalling his tenure as chairman of the public accounts committee (PAC) in 2011, Satheesan said cases dating back 20 years had been pending at the time. The committee had decided to hold sittings regularly and clear pending cases, except those that were not recent, by working in coordination with officials and committee members. Satheesan said govt would seriously consider putting in place a system to ensure that reports submitted by legislative assembly committees were dealt with more seriously and effectively than before.
