Sonipat: The collapse of a brick-and-concrete arch at a govt primary school in Garhi Balinda that killed a child in Aug has been described as an “unforeseen and unfortunate accident” by the district elementary education officer, even as official records show the school had been inspected and a Rs 5.7-lakh repair estimate prepared more than two months before the incident.The details are part of an Oct 1 order issued by the Haryana Human Rights Commission (HHRC). A report submitted to the commission on Sept 18 said the authorities had taken requisite measures before the incident and ruled out any deliberate, wilful, negligent or avoidable administrative inaction.The report said there had been no prior complaint or information indicating an imminent danger or structural defect that could reasonably have enabled authorities to anticipate and prevent the collapse. It described the incident as “sudden, unforeseen, and extremely unfortunate”.However, records cited in the report show that the Block Education Officer, Ganaur, inspected the school on May 19. A junior engineer visited the premises on May 22 and conducted a technical assessment, following which an official repair estimate of Rs 5.7 lakh was prepared on June 1.The Garhi Balinda school was among 54 schools for which repair estimates were prepared after inspections of 141 govt schools in Ganaur block. The estimates were submitted to higher authorities in June.The full commission, comprising Justice Lalit Batra, Kuldeep Jain and Deep Bhatia, said the incident should not be viewed as an isolated matter concerning one school. It directed the director general, secondary education, Haryana; director, elementary education, Haryana; and state project director, HSSPP, to undertake a comprehensive review of the structural safety of all govt schools.The authorities have been asked to identify dilapidated, unsafe or hazardous buildings and specify remedial measures, including repair, maintenance, barricading, demolition or reconstruction.The commission also sought a progress report on repair and renovation work at the school and action taken on the earlier estimates. The police inquiry into the collapse is continuing.
