Lucknow: Having captured over half of India’s electronics and mobile handset production, UP is positioning itself to become the nation’s semiconductor frontier.Speaking to TOI on the sidelines of UP International Trade Show, principal secretary, IT and electronics, Alok Kumar III said that the state’s roadmap is to pivot from basic assembly towards high-tech wafer fabrication and chip design. “Our journey is moving from assembling products to manufacturing components and from manufacturing components to designing technology,” he said. “This transition is not solely about attracting capital; it is about anchoring domestic technology capabilities and creating high-value jobs for India’s digital future.”At the core of this push is a planned 1,000-acre semiconductor park situated in Sector 10 of Yamuna Expressway Industrial Development Authority, barely 2.5 km from Noida International Airport.Anchor investments have begun materialising. HCL-Foxconn joint venture is setting up an advanced unit with an outlay of Rs 3,706 crore, targeting a monthly capacity of 20,000 wafers and 3,500 direct jobs.Besides, approved proposals from Tarq Semiconductor and Vama Sundari Investments account for additional Rs 32,146 crore. To ensure competitiveness, Kumar said the state is aligning its policy with Centre’s ISM 2.0 framework. “The proposed 2026 policy amendment offers a 20% to 50% top-up on central capital incentives, accompanied by up to 75% land subsidies and complete stamp duty exemptions,” Kumar noted, emphasising that the state will provide operational expenditure support and 10-year electricity duty relief. The Noida–Greater Noida belt produces 55% of the country’s mobile phones and 50% of its electronic components, hosting Samsung, Vivo and Dixon.
