Chandigarh: Samyukt Kisan Morcha (SKM), Haryana, on Monday demanded the rejection of an expert committee report constituted by Haryana Electricity Regulatory Commission (HERC), alleging its recommendations would hurt farmers and ordinary power consumers.SKM claimed the report was prepared by retired persons with “no connect with farmers or common consumers” and alleged the proposed restructuring of power distribution would weaken the public utility system in favour of private companies.The opposition comes as HERC considers a proposal by Eleven Power Pvt Ltd for a parallel electricity distribution licence in Gurugram and Nuh. SKM alleged this would amount to “cherry-picking” profitable consumers, with the private distributor targeting industrial consumers, malls, commercial complexes and residential societies while rural and agricultural consumers remained with Dakshin Haryana Bijli Vitran Nigam (DHBVN).The farmers’ body also alleged that parallel distribution could undermine subsidies for agricultural and rural consumers. It claimed private players could initially offer lower tariffs before raising them later, though the statement provided no evidence for the claim. “Electricity distribution cannot be fragmented in a manner that leaves profitable consumers with private companies and the less profitable rural and agricultural consumers with the public utility,” SKM said.The organisation warned that if HERC granted the licence, farmers, rural consumers and power employees would launch an agitation, including an indefinite protest.It appealed to khap panchayats, farmer organisations, sarpanches and rural residents to oppose the proposal, saying it concerned the future of subsidised farm power and rural electricity supply.
